13-Year-Old Detained in Cameroon for Lack of National ID

A 13-year-old boy, Hamadou Abba, is currently in police custody at the central police station in Kousseri for allegedly not possessing a national identity (ID) card. He was detained on Sunday, 4th May 2025.

Under current Cameroonian law, the national identity card is only issued to citizens aged 18 and older. Minors, including Hamadou, are not legally expected to carry this form of identification.

His detention has raised questions regarding the application of legal standards and the rights of minors in similar circumstances.

Family Unable to Intervene

Local sources indicate that Hamadou’s family lacks the financial resources to intervene or assist with his release. Informal reports mention potential release costs ranging from 30,000 to 50,000 FCFA (approximately $50–$85 USD), although these amounts have not been officially confirmed.

Limited Police Commentary

When contacted, the police commissioner at Kousseri’s central station stated that authorities were “applying the law” but provided no additional details about the legal grounds for detaining a child not legally required to carry an ID.

As of now, no further statements have been released by local police officials.

The case has drawn quiet but widespread attention in the city. Residents have expressed concern over the legal inconsistencies and the broader implications for children and families who may lack national ID documentation or access to legal support.
