St Monica University Institute, Buea denies withholding end of course attestations


St Monica University Higher Institute of Buea has denied claims that it is unwilling to deliver end of course attestations to students.

In a statement by the school management on September 12, 2022, it stated that all past students received an Attestation of completion of studies and a detailed academic transcript upon completion of studies.



“The Attestation of completion of studies and the Transcripts issued by Saint Monica University Higher Institute of Buea (SMUHI) are now not being recognized nationally because the institution was not mentored by a State University as required by the regulations in force and the process of negotiations towards the re-issuance is currently ongoing following the regulations in force by the Ministry of Higher Education and the University of Douala,” it explained.

The school in the release also revealed that “in accordance with the regulations in force, the University of Douala entered into a Mentorship Agreement (cf) with SMUHI Buea and this Agreement was signed by the Minister of State, Minister of Higher Education on August 28th 2020.”

Going by Article 29 of the said agreement, the different parties responsible for issuing the certificates and attestations upon completion of studies are clearly identified.


According to the management of the Saint Monica University Institute of Buea, the following articles bind them with the University of Douala.

“Article 29: (1), Stamping and Signing of End of Course Diplomas shall be done at The University of Douala. The Diplomas shall carry the Logo of The University of Douala and that of the Private Higher Education Institute(PHEI) Concerned.”

“(2) The Diplomas shall be prepared by the PHEI. The Head of the Establishment in charge of the technical follow-up at the PHEI shall visa them. They shall be finally affixed with the signature of the applicant, the Academic Head with the highest rank in the PHEI. the signature of the Vice-Chancellor of the University of Douala and that of the Minister of Higher Education, the Chancellor of Academic Orders.”



” (3) Attestations and Transcripts shall be issued by the Establishment overseeing technical follow-up at the PHEI and co-signed by the Academic Head of the PHE! with the highest rank.”

“Following this Mentorship Agreement. SMUHI is not authorized to independently issue any Attestations or Transcripts. Against this background, SMUHI received a correspondence on the 16th of August 2022 from the University of Douala inviting us to a working session (cf) on the 29th of September 2022, to prepare the necessary documentation towards the award and authentication of academic documentation of our potential graduates, ” they added.

In this light, the institution promised that after this academic session, its Mentor University shall prepare Attestations of completion of studies for students.
