Douala: Woman Arrested for Chaining 7-year-old Niece in Shocking Child Abuse Case

Police in Douala have arrested Rachel Motti after a viral video exposed her chaining her 7-year-old niece, Ali Mercy, in what authorities have described as a shocking case of child abuse.

Motti, who was reportedly caring for the child due to her sister’s mental health struggles, was apprehended on Wednesday by officers of the 16th Police Station in Douala following alerts from neighbors.

Witnesses said she left the girl chained with padlocks for nearly 24 hours after punishing her for attempting to flee the home.

Neighbors who spoke to local media in Douala said Rachel had been previously torturing Mercy alongside her 12-year-old daughter.

The video showing the chained seven-year-old in the living room has sparked outrage, with the Minister of Women’s Empowerment and the Family condemning the act as “unacceptable violence”.

Minister Marie Therese Abena Ondoua said the act gravely undermines children’s dignity and rights.

She confirmed that Rachel Motti is now “in the hands of law enforcement authorities,” while Ali Mercy is receiving comprehensive care at Japoma District Hospital.

Dr. Obam Assam Charles Armel, the hospital’s director, said the girl showed clear signs of chronic abuse, including “multiple contusions, generalized pain, and markings suggesting repeated maltreatment,” alongside mild dehydration.

Medical staff are providing both physical treatment and psychological support.

The case has reignited debate about child protection in Cameroon, where children are often subjected to domestic and sexual abuse.

The Minister urged the public to remain vigilant and report abuse through the toll-free number 116.

“The Minister calls on everyone, particularly parents, as we prepare for back to school, to act responsibly and ensure that no child is ever again subjected to such barbaric acts,” she added.

Motti remains in custody as investigations continue.
