Former Minister of Public Health Andre Mama Fouda has been installed officially as the new boss of the Gynaecological Endoscopic Surgery and Human Reproductive Teaching Hospital dubbed CHRACERH.
As a civil engineer from ENSP Yaounde, appointed as Public Health Minister in 2007 into the government of former PM Philemon Yang, he held the post for 12 years. Now at CHRACERH, Mama Fouda’s reign as the minister of public health in Cameroon was nothing close to a success. Before he was taken down, many Cameroonians had on several occasions demanded for his resignation from his post, deeming him incompetent to handle the top job.
It is needless to remind Cameroonians that it was during Fouda’s reign that Cameroon witnessed one of its worst scandals in the health sector in the guise of the Monique Koumateke affair of April 2016 at the Laquintinie hospital in Douala.
During the reign of Mama Fouda at the helm of the Public Health Ministry, the health sector was more nonchalant than ever before with health personnel neglect of patients at its peak, the constant cholera outbreaks in the North Region without any reactive measures done to contain and prevent future potential outbreaks.
The new minister of health Manouda Malachi had to deal with a handful of such inconsistencies to keep the train on the rail. 3 nurses in 2019 even had to be suspended by the minister for filming a patient in a critical condition rather than attending to them.
Above all Cameroonians are thankful for the fact that Mama Fouda was no longer at the helm when the Corona virus pandemic broke out, for it might have been worse than what it is that we have now. Worth noting that with so much incompetence shown by Andre Mama Fouda, the president still went ahead to appoint him the board chair of the lone public health establishment specialised in medically assisted reproduction.
As seen in his previous appointments, the president rather chooses to work with a selected few whom he rotates from one ministerial position to another regardless of their qualifications to handle the position. Biya’s regime has adopted a mantra of “Learn on the job”.
CHRACERH was created by a presidential decree in 2011 and was personally inaugurated by the First Lady, Chantal Biya in 2016. Amongst others the mission of the Gynaecological Endoscopic Surgery and Human Reproductive Teaching Hospital is to guarantee the best conditions for medically assisted reproductions to women, carryout external consultations, emergencies related to gynaecological, endoscopic surgery and invitro fertilization.
As the board chair of CHRACER, Mama Fouda may earn an amount of 400,000 FCFA per month as well as benefiting from a 400,000 FCFA allowance, and a car allowance amongst others.
